Fire Risk Assessor Regulation: The 2026 Position

### What Is Currently Law Fire risk assessment remains a critical duty under the **Regulatory Reform (Fire Safety) Order 2005**. The Responsible Person must ensure a suitable and sufficient fire risk assessment is carried out by a competent person. However, fire risk assessors are **not yet a single statutorily regulated profession**. There is no mandatory government licence to practise as a fire risk assessor. ### What Government Has Committed To Government has committed to introducing **mandatory competence and certification requirements** for fire risk assessors, following the recommendations of the Grenfell Tower Inquiry and the Building Safety Act 2022 framework. ### What Has Been Consulted On A consultation was conducted in 2026. Government is analysing responses and developing next steps. The reform must **not** be presented as implemented law until legislation has been enacted. ### How LRMS Demonstrates Competence Today In the absence of statutory regulation, LRMS demonstrates competence through: * Professional registration on the **National Fire Risk Assessor Register (NFRAR)** * Membership of the **Institution of Fire Engineers (AIFireE)** and **Institution of Fire Safety Managers (MIFSM)** * FPA C06 and C07 fire risk assessment qualifications * Ongoing CPD and internal technical peer review We monitor reform closely and will adapt our governance as legislation develops.
